How to permanently change my hair colour and my hair type?

Ok, I have been with spikes %26quot;Spikey hair%26quot; as way back as i can remember. But now Im tired of it. My hair is black and not wavy, curly, but straight. So I wanna know if theres anyway that I can permanently change my hair color from black to lets say a blond-brown color, and change it from being straight to wavey or curly. Also, how long must my hair be so that i may style it curly or wavey. Any answers?
